MINUTES OF THE MAY 1, 2017 BOARD OF SELECTMEN MEETING

MEMBER’S PRESENT:  Board Members Bruno Federico, Joe Lovejoy, and Michael Houghton
At 7:34 Chairman Federico opened the general meeting of the Board of Selectmen.

MINUTES:
Mr. Houghton moved to approve the minutes of 4/17 and 4/24 as amended.  Mr. Federico seconded the motion, which passed unanimously.

TREASURER’S REPORT:
Town Treasurer Deb Bronson indicated that the current fund balance was $2,751,500.48.

HIGHWAY DEPARTMENT:
Public Works Director Colin Laverty indicated that he had a proposal to extend services with Bell & Flynn for paving and road services.  He gave an update as to the changes that were happening and what needed to be done.  Mr. Laverty stated that $95,810 was needed for overlays and $544,340 for reconstruction.

Mr. Lovejoy moved to authorize Mr. Laverty to accept the Bell & Flynn proposal as presented.  Mr. Houghton seconded the motion which passed unanimously.

Mr. Laverty went over the proposed summer schedule and noted that there was an employee on light duty.  He continued that he had put out a notice for a part time employee and had found Brendan Love who had done some work for the town in the past.  He continued he was looking to hire Brendan at a rate of $14.00 per hour with not more than 32 hours.

Mr. Lovejoy moved to authorize Mr. Laverty to hire Brendan Love as presented.  Mr. Houghton seconded the motion, which passed unanimously.

Mr. Laverty noted that the department had started their four day ten hour shifts, with the exception of one employee who would work Tuesday through Saturday.

Mr. Laverty gave an update on Gifford Park and the Bartlett Cushman House. He continued that they needed $1580.00 to fund repairs on the shutters to the Bartlett Cushman House.

Mr. Houghton moved to approve the expenditure.  Mr. Lovejoy seconded the motion, which passed unanimously.

POLICE DEPARTMENT:
Chief Scippa indicated that he was there to recommend to offer an appointment to the rank of Police Lieutenant to Sgt. David Pierce at a salary of $80,000.00 per year. 

Mr. Lovejoy moved to authorize Chief Scippa to extend the offer.  Mr. Houghton seconded the motion, which passed unanimously.

MEETINGS: 
The Chair then reviewed the meetings scheduled for the coming week and reviewed the meetings held this past week.

RESERVATIONS:
Preston Shaffer requested use of the 4H Pavilion for the American Legion picnic on 8/19 and requested that the fee be waived.

Mr. Lovejoy moved to approve the request and waive the fee.  Mr. Houghton seconded the motion, which passed unanimously.

The Historical Society requested use of the Morgera Room on 9/11, 11/13, 1/8, 3/12, 4/8 and 5/14 for meetings and requested that the fee be waived.

Mr. Houghton moved to approve the request and waive the fee.  Mr. Federico seconded the motion, which passed unanimously.

NEW BUSINESS:
Mr. Houghton moved to accept a raffle permit from the Stratham Community Church/Clothes Attic to raffle off a Hello Kitty car.  Mr. Federico seconded the motion, which passed unanimously.

Mr. Federico moved to allow Mr. Lovejoy as a signing authority for the town for its cash accounts (checking, etc.) along with Town Treasurer Deb Bronson.  Mr. Houghton seconded the motion, which passed unanimously.

At 8:28 PM Mr. Federico moved to adjourn.  Mr. Houghton seconded the motion, which passed unanimously.
