The wetland permit application package concerns the proposed development of 47 residential units, relocation of an existing barn, construction of a new paved access road, and installation of associated utilities, stormwater systems, and septic infrastructure at 80 & 80R Winnicutt Road (Tax Map 14, Lots 56 & 57) in Stratham, New Hampshire. The application has been prepared on behalf of Copley Properties, LLC, with engineering plans last updated May 4, 2026.
On May 07, 2026, the New Hampshire Department of Environmental Services (NHDES) Wetlands Bureau received the above-referenced Standard Dredge and Fill Wetlands Permit Application (Application). On May 7, 2026, NHDES determined the Application was administratively complete in accordance with RSA 482-A:3, XIV.
An electronic copy was received by the Town of Stratham on May 7, 2026. The Stratham Conservation Commission (SCC) requested to intervene before the 14-day expiration (May 21, 2026) to ensure the SCC can get its comments to NHDES on the application for NHDES File Number: 2026-01170.

CARING FOR OUR MARSHES!
A project that was recently completed by the NHDES Coastal Program in collaboration with the Great Bay National Estuarine Research Reserve; the Caring for our Marshes webpage. This webpage focuses on the valuable tidal marshes that can be found along the coast, bays and tidal rivers and acts as a guide for residents and communities looking to protect these natural features. The webpage is full of excellent resources and inviting artwork, not only giving readers the background information on why they should care for the marshes, but also how to.
The mission of the Stratham Conservation Commission is to preserve local natural resources through land acquisition, stewardship and education.

The Commission works to preserve open spaces and natural resources and the overall health of the Town’s natural environment. The Commission leads land preservation efforts in Stratham and oversees conservation land to ensure it is maintained appropriately. The Commission also advises the Select Board and Planning Board on issues related to open spaces, natural resource protection, and land preservation and organizes volunteer events to promote good environmental stewardship.
The commission is made up of seven regular members, which include an ex-officio Select Board member and up to two alternate members. The Conservation Commission usually meets once per month, on the fourth Wednesday of the month, although under special circumstances, they will meet twice a month. In the event the Commission does not have business before them, they are not required to meet.
