Conservation Commission Minutes 11/14/18
Conservation Commission Meeting, November 14, 2018
Members Present: Tim Copeland, Ana Egana, Pat Elwell, Bob Keating, Allison Knab, Dan McAuliffe, Bill McCarthy
The meeting was called to order at 7:05 p.m.
Minutes: Ana motioned, Pat seconded a motion to accept the minutes of October 24, 2018 as written. The motion passed unanimously.
Mail:
- We received a groundwater discharge permit for the Sewall Farm Condominium Association (address listed: 106 Bunker Hill Avenue). The permit relates to an onsite nitrification/denitrification system used to treat influent domestic wastewater from the development prior to its discharge into leach field systems.
- RCCD sent easement monitoring reports for: Jones (34 acre parcel), Saltbox Farm, Smith, Hannah, and EGP Development (173 Winnacut Road, 14.1 acres). There were no issues reported.
- Nate Merrill sent an email regarding pay-as-you-go options for trash and recycling, which have been shown to decrease waste. The Commission decided to wait to discuss such a program until the automated recycling system is considered by the town.
Update to NRI
- The Commission discussed adding the water maps and climate vulnerability information provided by Lisa Graichen (UNH) at a meeting earlier this year.
- We also discussed adding the Stewardship Network training guide on trail maintenance for volunteers.
- Add any new properties under conversation
- Add any new endangered species (e.g. greater fringed gentian)
- Pat will reach out to Theresa Walker at RCCD to get an estimate of the scope of work
Other
- Allison attended the roundtable of area Conservation Commissions on October 15. She discussed the idea of creating a list of ARM fund projects and emailing them to the head of the ARM fund (Lori Summers).
- Dan Crow plans to attend our December 12 meeting to discuss ways of having the Commission and Park Association work together
- Bill plans to reach out to Seth and Colin to get an update on skate park plans, as the Park is being considered as a potential location
- The Town of Rye sent a letter to all town landscapers/tree services asking them for help in following environmental regulations (e.g. no dumping, not planting invasive species). The Commission discussed sending a similar letter out with tax notices
- Bill noted that the Commission wrote a letter to the Planning Board supporting the proposed zoning amendment changes around 11.4.
At 8:05 p.m. Allison motioned, Dan seconded a motion to go into nonpublic session. The motion passed unanimously. At 8:22 p.m. Allison motioned, Pat seconded a motion to exit the nonpublic session and seal the minutes. The motion passed unanimously.
Tim motioned, Ana seconded a motion to adjourn at 8:24 p.m. The motion passed unanimously.
