How Town Meeting / Select Board Government Works

TOWN GOVERNMENT
The Town of Stratham is governed by a Select Board comprised of three elected board members. The overall day-to-day operations of the Town are managed by the Town Administrator, who is appointed by the Select Board.

The Select Board oversee the Town Government and the traditional March meeting.

Stratham maintains a traditional Town Meeting form of government wherein the voters assembled at the annual Town Meeting act as the legislative body for the town. Under the "Select Board / Town Meeting" form of government, the voters in attendance at the Annual Town Meeting adopt the annual Town budget and other warrant articles. It is the job of the Select Board and the Town Administrator to carry out the actions taken at the Town Meeting.

Some towns pass their warrant articles entirely by ballot at the polls. This is called the SB2 (Senate Bill 2) form of government. Exeter, for example, is a SB2 town.

TRADITIONAL TOWN MEETING
The first part of the traditional Town Meeting is held annually on the second Tuesday of March to vote for the town officers that are elected, and to also vote on the warrant articles that are on the official town ballot. The Exeter Cooperative School Ballot is also handed out at this time to our Stratham voters. The second part of Town Meeting is held the following Saturday, (four days later) to vote on the remaining town warrant articles that are not on the official town ballot and to conduct any remaining town business. A Town Moderator is allowed under State law to adjourn a meeting that has run for a very long period and reconvene it at a later date, usually one week from the date of the meeting, in order to finish the town's business. You cannot vote absentee at the Town Meeting that is held on Saturday. You may vote absentee and request a ballot for the first part of Town Meeting that is held on that Tuesday.

2023 SPECIAL TOWN MEETING RECAP
Special Town Meeting was held on Thursday, October 26, 2023 at 7:00pm in the Stratham Memorial School.

On Thursday, October 26th, the residents of Stratham voted (unanimous voice vote!) to adopt the Stratham Community Power Plan, prepared by members of our Energy Commission.  This plan will reduce electric supply rates and save the residents of Stratham money.  We thank the Energy Commission for its dedication and the tremendous amount of work they've put into shepherding this initiative.  In the background, we will be working with the Community Power Coalition of New Hampshire to prepare a launch of this program in 2024.  More information can be found on the Energy Commission website.
