Conservation Commission Members Present: Bill McCarthy, Bob Keating, Allison Knab, Ana Egana, Pat Elwell, Brad Jones, Bill Kenney, Joe Lovejoy

Meeting Called to order @ 7:03 PM

            Public Minutes from July 12, 2017

                        Bill McCarthy moved to accept the minutes as written

                        Bob Keating second – motion passed unanimously

                        Bill McCarthy moved to accept the minutes correcting “Breslyn” to “Breslin”

Mailbox:

            NH Association of Conservation Commissions – meeting Nov 4th

            RCCD Easement monitoring: Brad Jones property (Side of Winnicut Rd with house); Some invasive plant species noted, Pat Elwell raised the possibility of organizing a removal project

Wiggin Easement:

            Marsha Wiggin indicated an intention to cut a number of trees at the back of the field to increase the amount of sunlight; There is nothing in the easement language that restricts the cutting of trees

Municipal update:

            Tree cutting at Stratham Hill Park – cutting appears to exceed the guideline described in the forest management plan.  Paul indicated that a lot of the cutting was to remove Norway Maples as an invasive species.

            Pat Elwell indicated that the forest management plan should be added to the Conservation Commission section of the town web site.

            NH Watershed Steward Program – Allison Knab compiled a list of properties along the Winnicut River that the program could send their informational brochure to.  The list will be provided with a suggestion that the program coordinators reach out to the property owners directly.

            Lawn Care at Stratham School Grounds – Andrea Benson will attend school board meeting with the goal of reviewing the contract terms with TruGreen to determine expiration date, etc.

PCAC:            

Jamie Paine from Planning Board and Seth Hickey from Recreation Dept now part of commission.  Working to find mutually agreeable time to hold meetings.

Joe Lovejoy:

            Described discussion selectman are having regarding the creation of a TIF district for the Gateway properties.  A TIF district would allow the town to set aside money collected from taxes from the district in its entirety for use with development projects.
